Before XXI centuries the mankind has faced the serious environmental problems interfering its sustainable development, one of which is Aral Sea crisis.

Consequences of the Aral crisis were negatively reflected on a life conditions of the Central Asian population, the problem of social protection and the clean potable water maintenance has become aggravated.

The Central Asian states together with the international organizations give a close attention and make the certain efforts on overcoming ecological and social and economic crisis in the Aral Sea Basin and to improvement of situation in region.

With the purpose of suspension and prevention of consequences of the Aral crisis, the Heads of the Central Asian states in 1993 create the International Fund for saving the Aral Sea.

During the existence of the International Fund for saving the Aral Sea the Heads of the Central Asian states have accepted Nukus(1995), Almaty (1997), Ashgabat (1999) and Dushanbe (2002) Declarations which are directed on overcoming of social and economic and ecological crisis of the Aral Sea Basin and to improvement of situation in region.
