Interstate Commission for Water Coordination |

Interstate Commission for Water Coordination was set up in accordance with the Agreement on cooperation in the sphere of joint management of the regulation of the water resources use and protection of interstate water sources signed on behalf of sovereign states on 18 February 1992 in Almaty. The main aim of the ICWC setting up is the confirmation of the principles of collegiality of decisions making on general water supply issues as well as the measures on the realization of joint planned programs on the basis of mutual respect of stakeholders. Main tasks of ICWC are: The determination of mono water supply policy, development of its basic directions taking into account the interest of population of states national economy, rational use of water resources and their protection, programs on increasing of water use for each of the river basins and the measures on their realization. Development and approval of limits of annual water consumption for each of the states, regimes of operation of big reservoirs, management of water distribution under conditions of actual watering and water supply situation. The elaboration of recommendations by the State Governments of the mono price policy formulation and compensation of possible losses due to the joint use of water resources as well as to the legal basis of water consumption. Coordination of the implementation of big water supply works and joint use of existing potential of state water economy and etc. Interstate Commission for Water Coordination consists of the number of first Heads of water supply state organizations. ICWC meetings are held each quarter and if it is necessary by the initiative of stakeholders in turn under the chairmanship of corresponding states and in the corresponding capital. One of each ICWC members has the right for the “veto” on the discussing decision. ICWC structure includes BWO “Syrdarya” and BWO “Amudarya”, ICWC Scientific research Center and secretariat.
