The Executive Direction of the IFAS in the Kyrgyz Republic was created on the basis of the principal management scheme of the Fund approved by the heads of Central Asian states on February 28, 1997 in Almaty. The Direction functions since August 1997 and is located at: Bishkek, L. Tolstogo Street 8.

The Executive Direction is a permanent working body of the EC IFAS in the territory of the Kyrgyz Republic and follows the laws of the Kyrgyz Republic, decisions of the Board and regulations on the EC and the Executive Direction of the IFAS.

At the instruction of the EC IFAS the Executive Direction provides practical implementation of the decisions of the Council of the heads of Central Asian states, Fund President and IFAS Board on the problems of the Aral Sea related to the Kyrgyz Republic.

The Director of the Branch is appointed as the Chairman of the EC IFAS upon agreement with the Government of the Kyrgyz Republic. The Director is Manasbek Omorovich Omorov.

To implement decisions of the heads of Central Asian states from April 9, 1999 (Ashgabad) the Law of the Kyrgyz Republic “On Ratification of the Agreement between the Governments of the Central Asian Republics on the IFAS and its Units Status” was adopted on February 11, 2000 with the number 38.

During the implementation of the Program on Emergency Assistance to the population in the ecological disaster zone in the Aral Sea basin 11 units of special advanced auto transport for emergency medical assistance were given to the system at the expense of the Danish Government Trust Fund. Emergency assistance with food products was provided to the population of Batken area that suffered from the military groups, a project on development of “Sam-Ayt” farms in the Nookatskiy rayon of the Osh Region was implemented, the farms were extended a revolving loan in best seeds.

The project “Rational and Effective Use of Energy and Water Resources of the Central Asia” for the amount of 1,75 million US Dollars on the Special UN program SPEKA. The Executive Direction provided financial support in conducting seminars and takes part in the Project group SPEKA.

A project “Water Resource and Environment Management in the Aral Sea Basin” financed by the World Bank and planned for 4 years (1998-2003) was implemented. Evaluation of the sustainability of the dams at seismic affects and admission of maximal floods, construction and reconstruction of hydro posts with installation of equipment and communication systems, as well as forming of the public opinion on careful attitude to water and its rational use, seminars, competitions and round table discussions and relevant broadcasts in mass media were conducted.

Under the implementation of measures on the Aral Sea basin works aimed at improvement of ecological and social-economic situation of the Aral Sea basin are being implemented. The WB project “Agricultural Water Supply and Sanitary” and the ADB project «Presentation of the Community-Based Infrastructure Services” solves the problem on provision of the rural population with clean water, improvement of people’s health and their social-economic life. Seminars and training of rural people on rational use of the irrigation and drinking water are being conducted. To improve sanitary-hygienic and medical-biological state of the population of the Aral Sea basin are being implemented with support of the World Bank under the “Health Protection”.

An interdepartmental group for coordination of issues on implementation of the PASB-2 was created in accordance with the decision of the Government of the Kyrgyz Republic from December 1, 2003 for the purposes of the program of specific actions to improve ecological and social-economic situation in the Aral Sea basin during 2003-2010.
