On December 23, 2003, the UN General Assembly declared the years 2005-2015 to be the decade of “Water for Life”. Such a proposal was put forward by the Tajik delegation and got impressive support of 141 countries – two third of the UN members which became its co-authors.

The adoption of the new Resolution was caused by the speech of the President of the Republic of Tajikistan, the President of IFAS, E. Sh. Rakhmonov, at the Kyoto Water Forum in Japan and at the Dushanbe International Fresh Water Forum. He expressed his opinion that would be correct it to declare the International Fresh Water Decade beginning from the year 2005. This action meets the needs of the Millennium Declaration which faces the task to increase the population of our planet with access to pure drinking water in two by 2015.

Unfortunately, nowadays the water is needed in many parts of the world. For the last century the rate of water use growth has increased two times quicker than the rate of population growth. Today the water shortage is still different in various regions of the planet. According to UN experts approximately one sixth part of the planet population has no access to pure drinking water today and the one third part has no access to water for everyday necessities. Each eighth second a child is dying from diseases connected with water and 2,4 milliard of people have no corresponding sanitary conditions. The global climate change can much more complicate the water supply situation. It is necessary to provide the rational water resources use in the interests of present and future generations.

The adopted Resolution points out that water is a motive power for sustainable development and liquidation of poverty and hunger on the planet. On this ground the Decade goal is further development of international cooperation for solution of urgent water problems and coordination of water resources objectives the Millennium Declaration envisages.

For the purpose of the “water decade” to really become “the decade of activities” the possible international measures and programs within the frameworks of the decade should be defined at the 12th and 13th Sessions (2004-2005), devoted to the water resources problems, sanitary, populated areas and according to the adopted UN Commission Resolutions on sustainable development

The new Resolution adopted by the UN General Assembly is of substantive character. The final objective of the “the decade of water actions” should be the practical realization of the task faced by the Millennium Declaration – to stop the irrational water resources use by means of the development of water management strategy at the regional, national and local levels. This strategy should provide the equal water access and its sufficiency and also to decide one of the main Millennium development tasks – “to decrease the Earth population having no access to safe water in two”.

UN Resolution has factually assigned to the Republic of Tajikistan the role of the leader in international water agenda.
