Water is a key problem in Central Asia. It becomes more acute at present time. Social, economic and environmental consequences rank as the most complex in Aral region. Differentiation of season water and energy demands as well as their unbalanced distribution create conflict preconditions and can significantly influence on economics of Central Asia countries.

Despite of reduction of water diversion quantity in the late 90th, the effectiveness of utilization of water resources is inadequate and complicated because of poor water system management.

To solve above-mentioned problems in the Aral Sea Basin a number of regional and National programmes covering different fields of conservation of water resources and environmental protection have been and are implemented.

One of the first and large programs directed on improvement to a socio, economic and ecological situation in region was «the Program of concrete actions on improvement of environment situation in the Aral Sea Basin for the nearest 3-5 years taking into account social and economic development of the region" (ASBP-1). The largest regional project was Water and Environmental Management Project (WEMP), which was carried out in frameworks ASBP-1. Alongside with WEMP are executed several measures within the framework of the project WARMAP etc.

But the realized projects could not by a radical image affect the decision of all problems of the Aral Sea Basin and stay of ecological crisis in region. Therefore the Heads of the CA states at meeting in Dushanbe of October 6, 2002 have approved new "Program of concrete actions on improvement of environmental and socio-economic situations in the Aral Sea Basin for the period of 2003-2010" (ASBP-2), which subsequently was authorized by IFAS Board of August 28, 2003.
