Program of concrete Actions on improvement of ecological, social and economic conditions in Aral Sea Basin for the period 2003-2010 (ASBP-2), initiated by Heads of the Central Asia countries has been authorized on August, 28, 2003. This Program was developed with participation of representatives of Central Asia countries, Interstate Coordination Water-economic Commission, Interstate Commission on Sustainable Development, Regional Ecological Center, nongovernmental organizations, with support of the Swiss mission on Aral Sea problems, the European Union, OSCE and USAID.

Decision of Aral ecological catastrophe problems requires the complex approach in long-term aspect. Therefore association of efforts of countries of region, international organizations, countries-donors, business, nongovernmental organizations, World community plays very important role.

Considerable support in this direction goes from world financial institutions, countries-donors, international and other organizations. But scales of catastrophe are so huge, that for its overcoming it is required to strengthen coordination of the financial and technical help to Aral Sea Basin countries. This will be fully promoted “by creation of the coordination activity mechanism of the international organizations and donors under aegis of the United Nations with the announcement of Aral Sea Basin region as priority pilot region of realization of Millennium Development Goals” (from performance of President IFAS, President of Republic of Tajikistan, H.E. Emomali Rahmonov at the Dushanbe International Conference on Regional co-operation in Transboundary River Basins, May, 2005).

It is very important, to attract donors and international organizations to support and assist in implementation of officially authorized Program of concrete Actions on improvement of an ecological and social and economic situation in Aral Sea Basin till 2010, consisting of national and regional projects and programs.
