The IFAS founder-states have allocated 39,82 million $US during the period 2002-2005 for realization of the ASBP-1,2 as well as for  maintaining the IFAS   Executive Committee and its branches.

Republic of Kazakhstan: The IFAS Executive Board in Kazakhstan has received funds at a rate of 2.8 million $US from the budget for the period 2002-2005. These funds basically have been directed for decision of the prime ecological and social problems of the Aral and Kazalinsk districts of the Kyzylorda oblast. During the period of 2002-2005 about 30 projects have been realized in the oblast. The projects have been aimed at:

  1. Provision of the population in the remote rural area with clean drinking water through desalination of local mineralized underground water;

  2. Filling the drained lakes in the delta of the Syr-Darya River and watering pastures and haymaking by construction of the channels and reconstruction of the hydrounits;

  3. Forest-meliorative works on the drained bottom of the Aral Sea;

  4. Decision of the prime social issues in the rural settlements by installation of mini boiler-houses at the schools and kindergartens;

  5. Delivery of auto water-carriers for provision of the settlements with delivered clean drinking water and special equipment for the municipal services of the oblast.

One phenomenon of the Aral ecological crisis is the sharpest deficiency of clean drinking water that still continues, especially in the areas not included to the group water-supply nets. Only in the Aral and Kazalinsk districts of the Kyzylorda oblast there are 30 such settlements with sufficient stock of mineralized underground water which after desalination could be used for drinking.

The Executive board has completed reparation on restoration of the distilling equipments in the Urkendeu settlement of the Kazalinsk district and  reconstruction of the water-pipe system in the Karateren settlement of the Aral district. Works on reconstruction of the Aral district hospital to a hydropathical establishment with use of the existing mineral water are started.

Due to deterioration of the equipment and failure of the centralized heating system in the countryside there is an acute problem of provision the schools and kindergartens with heating during the winter season. In this connection, the Board annually installs the mini boiler-houses in every two-three socially significant objects. For the period of 2002-2005 the mini boiler-houses have been established in 9 schools of the Aral and Kazalinsk districts that provides the schools with heating during winter season.

Works on planting the drained bottom of the Aral Sea are going on. There have been planted halohylons (saksaul) in the drained bottom of the Aral Sea in 2004 in the area of 1000 hectares.

In 2004-2005 the Executive board have rendered a financial assistance to  the  state natural reservation of Barsakelmes for elaboration of technical, economic and natural-scientific  bases for expansion of the reservation territory and removal of the lands.

Measures on rehabilitation of the ecological situation, improvement of the socio-economic conditions in the Near Aral have been conducted within the framework of the programs: “The programs on complex decision of the Near Aral problems for 2004-2005”, “Drinking water program for 2002-2010” and “The Aral Sea basin program for 2003-2010”.

Due to the budget of the Republic and loans there were spent 330 million $US within the framework of the programs in the Kazakh part of the Near Aral. This includes: regulation of the Syr Darya river bed and maintaining the northern part of the Aral Sea; construction and reconstruction of the water-supply systems; measures on improvement of the population health, development of social infrastructures; establishment of regional monitoring center of the Near Aral; restoration and development of a net of the hydrometeorologic observations in the Aral Sea basin, improvement of the ecological situation.            

The Kirghiz Republic: The IFAS Executive Board in the Kirghiz Republic has received funds in 130 000 $US for the period of 2002-2005. The project “Provision of the population of the Aral Sea basin with blood preparations” is being developed.

Moreover, different projects at the total amount of 140 million $US included in the Program of the state investments are realized and directed on rehabilitation of the tailing and irrigation systems, respond to  nature disasters, rural water supply and sanitary and development of the public health services.

Republic of Tajikistan: There have been allocated 750 000 $US to the IFAS Executive Committee and its branch in the Republic of Tajikistan during the period of 2002-2005. The amount have been directed on organization of 6 sessions of the IFAS Executive Committee, 3 meetings of the donors, maintaining of the IFAS Executive Committee personnel, communication means, email, internet, accommodation of the IFAS Executive Committee members, transport, publication, public awareness, realization of the projects and programs on water-supply, reparation of the water objects, cleaning of the collector-drainage network and charity.

The grant funds of the WB, ADB, JNR Ltd company and Mr. Michael Ratnam in the sum of 142 000 $US were directed on organization of the IFAS Executive Committee activities, technical maintenance, creation of the website, organization of exhibition,  publication of the materials, travel and living expenses of the participants of the Dushanbe International Forum on Fresh Water and International Conference on regional cooperation in transboundary river basins as well as for carrying out of expeditions and the donor meeting.  

The ministries, departments and the project realization centers as well as the enterprises and population of the Republic actively participate in realization of the PBAS-2 by using the means from the other sources.

According to the ASBP-2 due to the different financing sources there are realized and under way projects in 374 objects for the total sum of 422,59 million $US, in particular in the following sectors:

  1. Water - 180 objects, the budget - 147,73 million $ US

  2. Social and economic-149 objects, the budget - 244,93 million $US

  3. Ecology - l37 objects, the budget - 29,2 million $US

  4. Hydrometric services - 8 objects, the budget - 0,73 million $US.

Turkmenistan: During the period of 2002-2005 the Dashoguz branch of the IFAS Executive Committee has received from the state budget funds at a rate of 6,41 million $US which have been directed on maintaining of the branch and realization of the social, economic and ecological programs and projects in the  Turkmen part of the Near Aral.

Stage-by-stage reconstruction of the interstate collectors - "Ozernoe" and "Daryalik" in the Dashoguz velayat is being conducted. Two hydrometric posts in the Lebab  velayat are put into operation and construction of the two hydrometric posts on collectors "Ozernoe" and "Daryalik" in the Dashoguz velayat is continuing. Reconstruction of the flood dams to a new settlement horizon of the Amu Darya river and collector-drainage network in the Biratinskii district of the Lebab velayat and on the site "Shahsenem" of the Dashoguz velayat is continuing. Construction and reconstruction of the water-supply systems in the Dashoguz city,   the settlements after the name of S. Niyazov and Iljali, the city of Kuny-Urgench and the settlement Saparmyrat Turkmenbashi of the Dashoguz velayat are completed. Water desalinates in the Diagnostic center, the psychoneurologic and narcological hospitals, the settlement Iljali, the Dashoguz  and regional hospitals of all etrapes (district) of the Dashoguz velayat, in the boarding school for aged, in children's home and in the  communities of the blind and deaf persons  in Dashoguz are functioning successfully. Charity assistance is rendered to the children's houses and houses for aged in Dashoguz. Power and gas supply in Dashoguz is improved. The sewer-pump stations 1,3,7,17,18,24,25 and sewer networks in Dashoguz have been constructed and reconstructed. Construction of the Turkmen Lake of the Golden Age in the Dashoguz velayat is under way.

For realization of these projects there have been allocated the means of the state to the IFAS in the sum 5,662 million $US and on the account of the state investments 66,6 million $US.

Republic of Uzbekistan: To the Nukus branch of the IFAS  Executive Committee during the period of 2002 – 2005 there have been allocated from the state budget the funds at a rate of 12,71 million $US for maintaining of the branch and realization of the water, social and economic and ecological programs and projects in the Uzbek part of the Near Aral.

The projects realized by the Nukus branch of the IFAS Executive Committee:

  • Creation of the local reservoirs on coastal line of the sea in the Amu Darya delta;

  • Implementation of the experimental studies on approbation of the new effective methods of irrigation in the different soils and their introduction in the agriculture production;

  • Social assistance of the population in the Near Aral on adaptation to the market conditions in  zone of the ecological crisis;

  • Organization of the center on diagnostic and treatment of the urine and gall-stone illnesses;

  • Creation of protective wood plantings on the drained  bottom of the Aral Sea;

  • Information support of the ASBP programs, projects and other actions on preservation of the environment;

  • Increase of reliability of the lateral spillway in the water reservoir “Mejdurechenskoe’;

  • Development of the drained part of Aral Sea on the basis of the local salt-dust fixing plants (halohylon (saksaul), cherkez etc.);

  • Arrangement of the artesian chinks in the eastern part of the drained bottom of the Aral Sea for establishment of water delivery to the forest shelter belts on the basis of the local salt resisting plants;

  • Equipping of the medical establishments by water disinfection devices;

  • Carrying out of competitions "Water – a pledge of life " and " Problems of the Aral- a problem of the country";

  • Additional provision of the separate children, medical and educational establishments of the Republic Karakalpakstan by vitamins in 2005-2007;

  • Water provision of the separate rural medical sites and hospitals of the  Republic Karakalpakstan;

  • Equipping of the medical establishments by disinfection devices for drinking  water;

  • Building of the water-intake constructions with distilling equipments;

  • Charity activities.

The national agencies has implemented the projects for the sum of 17,02 million $US that have been directed on:

  • Assistance program to solution on the social problems;

  • Creation of the local reservoirs on coastal line of the sea in the  Amu Darya delta;

  • Development of the drained part of Aral sea on the basis of the local salt resisting plants;

  • Creation of the protective wood plantings on the drained bottom of the Aral sea;

  • Arrangement of the artesian chinks;

  • Carrying out of competitions "Water – a pledge of life "

  • Equipping of the medical establishments by water disinfection devices;

  • Charity actions;

  • Competition on water-saving;

  • Securing safety of the Andijan and Tashkent dams;

  • Public participation.

As a whole, in the Republic Uzbekistan it is implemented actions for the sum 29,72 million $US.
